The rate is going to be higher so you should only use a second mortgage if you have a serious mortgage debt issue and your debts are over $20,000 at a rate over 18%.
One thing to be aware of with second mortgages is that they are going to use up more of your equity. Do not get talked into a 125% second mortgage because you will just end up in a worse situation than you are already in.
